He has extensive experience in setting up and operating experts on issues related to emergency response of any kind, earthquake, general war, war against population and home front, mega terror including radiological and atomic biochemical, dealing with human and animal pandemics, and so on.

In his last military position he served as the head of the Home Front Command. Has extensive experience and knowledge in the organization and coordination of large systems. With planning capabilities, including and managing projects on a national scale, organizing and performing exercises and training at the national level.

Between 2007 and 2009, Avi Bachar served as Head of the Malach Unit, where he was responsible for preparing the entire economy for emergency situations including war, earthquakes, pandemics and multi-casualty terror incidents, Infrastructure, and local authorities.
